The Municipal People’s Congress Legislative Affairs Committee conducted investigations and conducted research with relevant departments and concluded that mining mineral resources and construction of underground projects have a greater impact on water resources, especially groundwater resources. According to the requirements of the Environmental Impact Assessment Law, environmental impacts on the water environment should be carried out. Evaluate and put forward suggestions on water resources management and protection. The construction unit shall take corresponding remedial measures based on the results of the environmental impact assessment.

 

Therefore, in accordance with the deliberations, the three deliberations proposed that for mining (exploration) of coal, oil, natural gas, shale gas and other mineral resources, construction of underground projects such as tunnels (caves), the construction unit shall conduct environmental impact assessments in accordance with the law. The water environment shall be scientifically evaluated, and corresponding engineering, non-engineering prevention measures or relocation measures shall be taken based on the evaluation results.

 

The issue of compensation for losses in the production and life of others due to the mining of mineral resources and the construction of underground projects, resulting in a drop in groundwater level, depletion of water sources, or ground collapse, as the upper law has already stipulated, it will be implemented in accordance with the provisions of the upper law, and the regulations will no longer be done Compensation regulations.
